Understanding the Context
The NY Inspires initiative and the New York Portrait of a Graduate provide a transformative framework for educational and district leaders to drive systemic change. The NY Inspires plan has four major transformations. They are: adopting the New York State Portrait of a Graduate (occurred at the July 2025 Board of Regents meeting); redefining credits and learning experiences; sunsetting current diploma assessment requirements; and moving to one diploma. In November 2024, Department staff presented NY Inspires: A Plan to Transform Education in NYS.
